So technically, yes and no.
IMEI tracking works like this: when you use any SIM card, your device sends its IMEI to the nearest tower, and this information is saved in the SIM network provider's database. If you are working for a company that has the authority to access triangulated locations, then yes, it's possible. However, a normal user cannot do that. For example, one of my friends at the @PakistanDatabaseAgency has agents working in different ISPs, and through them, they obtain the locations of phones.
