We need Photoshop and direct hands, the lesson is designed for people familiar with Photoshop. For example, I will make a Ukrainian passport, you can find or buy any scan of a Ukrainian passport. Preferably with a good resolution, I just found it on Google.
Next, we will consider one very effective but for some reason not a popular option. It fits a large number of docks. You need to find a blank sheet of the same document. I must say right away that for some documents it is difficult to find a blank page, depending on the situation, turn on your imagination. If it's just a white sheet with some data, it's enough to find an empty white sheet, but if it's something more complicated, for example, an id, you'll have to suffer.
I managed to find this photo:

Open both images in Photoshop. You take the original and create a duplicate layer, under which you need to put a photo with a blank page.
Next, increase the transparency on the background copy and switch to a blank page of the passport (click on the layer). Next, using the Ctrl + t combination, you need to fit them in size, press and pull them up so that they become one.
We return the transparency to 100%, then take an eraser and wipe all unnecessary inscriptions, do not be afraid that at this stage everything looks pale
Now add the missing elements, in my case these are points. Stupidly uncopy them from one. We also correct the affected letters with the help of a divider and a magnetic loss.
it's time to remove the fawn.
switch to the blank page layer and go to Image-Adjust-Brightness/Contrast.
We need the colors of the original and the blank page to match. Drag the sliders until you achieve this result:

Now let's deal with the series and the passport number. The stamp tool will help us with this.
With it, we make the necessary numbers and letters.
Next, change the photo and enter the necessary data. If you have succeeded in everything written above, then there will be no difficulties with this. These actions will be quite enough, almost all my scans made in this way have been rolled. Save with worse quality and do not forget to change the signature. The best thing is that the file we made can be used an infinite number of times.
